Jean van de Velde was born in 1957 in Bukavu (formerly the Belgian Congo). He grew up in the tropics, came to The Netherlands to attend high school and progressed from there to the Film Academy. In 1978 he founded The First Film Academy of Amsterdam together with Rene Seegers and Leon de Winter; a production Company for low budget films; of which Jean van de Velde directed three; the third section of the triptych; De Verwording by Herman Durer (1979), De Afstand (1982) and Parfait Amour (1985).
Jean van de Velde made his breakthrough with the Kleine Blonde Dood (1993) (The Tiny Blond Death) with Antonie Kamerling. He wrote and directed this extremely successful film. During the filming of the Kleine Blonde Dood he met producer Rolf Koot with whom he would make the football film All Stars in 1997.
Thereafter he made a well received police film, Lek (2000). In 2000 he won the International Emmy Award with the television series based on his film All Stars. His most recent films have been Floris (2004) and Wild Romance (2006). Jean van de Velde resides with his wife and two children in Utrecht, The Netherlands.
